Optimize LatencyTracker::ComputeTouchAndWheelScrollLatencyHistograms

Issue description

It appears - LatencyTracker::ComputeTouchAndWheelScrollLatencyHistograms has a pretty significant cost, up to 5% total frame CPU time - see  issue 719549 . We should find out which parts are expensive and see if we can optimize them. Immediate suspects are string concatenations and UMA macros. If applicable, we should apply similar optimizations to other parts of LatencyTracker/RWHLatencyTracker.

The other thing to do here is delete old histograms, which is on my plate.

Mikhail, any plans to follow up on this?
No immediate plans - I am likely going to be focused on perf stuff that is blocking Viz/Mus launches in the near future. Please feel free to grab/reassign.
