Unresponsive on startup with multiple error -8179

Issue description

UserAgent: Mozilla/5.0 (Linux; Android 7.0; SM-N920V Build/NRD90M) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.83 Mobile Safari/537.36

Steps to reproduce the problem:
1. Installed latest Google-chrome-stable from official repo (yesterday)
2. Connected to a Wi-Fi network requiring login (today)
3. Started Chrome

What is the expected behavior?

What went wrong?
Chrome window opens but is unresponsive and other windows leave trails when dragged over it. The Chrome process must be killed to close it. If run in console/terminal, Chrome outputs errors shown in the attached image.

Chrome version: 58.0.3029.110-1  Channel: stable
OS Version: Lubuntu 16.04

N.B. By "requiring login" I mean public but redirecting to a login page. Issue does not occur on a wi-fi network which doesn't have this.
