Issue descriptionIn mus, the browser needs to be able to request and observe begin frames in the renderer, so that it can dispatch synthesized input events for telemetry tests.

We don't synthesize input events aligned with begin-frames anymore (see more details in issue 721640 ). So this is no longer necessary.
