Cannot access the USB webcam in a stand-alone Chrome App in version 58

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9334.69.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.112 Safari/537.36
Platform: 9334.69.0 (Official Build) stable-channel link

Steps to reproduce the problem:
1. Open any stand alone app from the store (except the Google one)
2. Make sure the external web camera is selected in settings.
3. Chrome app only sees the embedded camera

What is the expected behavior?
The app should see that I'm using the webcam and not the embedded camera

What went wrong?
Updated to version 58
