Add UI for clearing external protocol handler settings

Per https://bugs.chromium.org/p/chromium/issues/detail?id=62799#c85, once MD Settings launches, add UI making it easy to see and manage your external protocol handler settings (the settings you make by clicking the "Remember my choice" button in the screenshotted dialog).

+cc appiness folks. MD settings is approved for launch in M59 so it would be good for us to find some UX and eng time to implement and launch this.
