Setup a presubmit bot that run on Windows

Issue description

To avoid a problem [1] like we should probably set up a presubmit bot
that run on Windows. It is tricky to test a new presubmit check on more
that one OS.

Moved issue webrtc:7654 to now be  issue chromium:721859 .

Moved to Chromium since all the buildbot code lives there, and the right component.

The existing presubmit bot is configured here: https://cs.chromium.org/chromium/build/masters/master.tryserver.webrtc/master.cfg?rcl=f92dab0066ebe0bdcc2136ae0c8e95257ae45e85&l=171

I suggest we just add another trybot in there, like 'presubmit_win' and use the same recipe. Then we can deploy and see if it runs. If so, we'll just add it to the default trybot set in https://chromium.googlesource.com/external/webrtc/+/master/infra/config/cq.cfg
