What steps will reproduce the problem?
(1) Capture and save trace with "Frame Viewer" categories
(2) Load the captured trace in Chrome launched with --enable-skia-benchmarking flag
(3) Click on any snapshot

What is the expected result?
The picture should be visible

What happens instead?
Only layer outlines are shown. There is also a warning saying "Missing picture - Your trace didn't have pictures for every layer. Old chrome versions had this problem"
