DevTools: Add protocol method to force a tab as foreground mode

Issue description

Background tabs get a lot of behavior.. suspended vsync/raf, throttled timers, etc.

Lighthouse would like to operate as a foreground tab, even if the tab is hidden or in background. Practically, we find some users change the tab while Lighthouse does it's automation.

Is it possible to introduce a protocol method that would keep the tab out of background mode?

If you don't mind heavily pointing in the right direction! This looks like it will touch lots of Chrome parts foreign to me
