UI takes a long time to cold-start

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Run google-chrome

What is the expected behavior?
I expect the regular 5 second cold-start

What went wrong?
It takes 30 seconds to show the title bar and somewhere between 5 to 15 seconds to be usable.

Did this work before? N/A 

Chrome version: 58.0.3029.110  Channel: stable
OS Version: 16.04.1
Flash Version: 

strace shows a lot of activity, can somebody help me understand this trace? Thanks :)

Unable to reproduce the issue on Ubuntu 14.04 using chrome version 58.0.3029.110.Chrome launched with in 5 seconds by running google-chrome.
Please find the attached screen cast for the same.

Request you once try the issue on new profile without any extensions/flags and update the thread if the issue still persists.
