FR: Put timezone next to times on build pages

I was confused because the bottom of this page says "Start Fri May 12 00:42:53 2017"

But if you click on the "Build stages timeline" those times start at 8:00 AM.

I suspect the former is Pacific time and the latter is UTC. It would be nice if one or both had a label.

Could have sworn we had a fixit bug for this already, but if we do I cant find it. It's a good idea, adding to our fixit candidate list.
