Add functionality to make the fullscreen launcher have multiple draggable states.

Change the fullscreen launcher so that it starts out in "peeking" mode, then is draggable to fullscreen.

The drag behavior is determined by both gesture release point and velocity at release point.

The launcher also defaults to the "all apps" page.

Draggable peeking/fullscreen launcher with transparent background.

UI tests are not yet implemented, waiting on final behavior from UX.
Enable the new launcher with --enable-features=EnableFullscreenAppList
