FR: Window management in touchview

Issue description

Since double clicking (mouse) on the frame toggles maximized/restored state, I'd expect double tapping (touch) to do the same.

actually, I guess in tablet mode you can't restore or have floating windows. I would have thought on a large screen having two windows open side by side was a normal desire. Especially because the screen size is the same as some devices with keyboards. Why does the presence of a physical keyboard dictate whether I'm allowed to restore?

For the first gen touch view devices there were concerns about how well we handled touch for window positioning and resizing. We opted to go with single maximized windows.

With the use of overview mode to switch windows in the event that there was more than one.

This was just never revisited

Summary: FR: Window management in touchview (was: Double tapping on window frame does nothing)
Double tapping works in non-touchview (clamshell mode).

As #2 and #3 point out, there is no window management in touchview. 

Changing bug title to reflect underlying issue.
