PageLoadMetrics should verify that a resource belongs to a page load

OnResourceLoaded can be called on a tracker for a resource from a previous navigation.

E.g.,

1. Page A navigates and commits
2. Page B starts navigating
3. Page A starts a resource load
3. Page B commits
4. Page A's resource finishes

In the above case, OnLoadedResource will be called for B's PageLoadObserver, which is a bug.
