Chromium moves OS system time

Reported by integral...@gmail.com, May 12 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 5.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36

Steps to reproduce the problem:
1.Run Chromium
2. Open any web-site
3. Compare system time with any time-server in internet.

What is the expected behavior?
normal time

What went wrong?
When i run chromium my system time begins to rush ~few seconds per minute of running.
it hurries in any web-site usually when i refresh the tab. ~100-200ms in one refresh.
Sometimes faster, or slower. Sometimes it runs away on a 10 seconds in a minute
When Im not running chromium - everything is all right with system time.
Seeking a reason, I noticed, chrome always opens the system register,s branch about timezone
It began 1-2 weeks ago and i don't understand what the reason.

Did this work before? N/A

Chrome version: 49.0.2623.112 Channel: n/a
OS Version: 5.1 (Windows XP)
Flash Version:

Especially fast it starts run with many tabs or/and in heavy sites like www.tradingview.com (charts )
It is very important for me to have exact time.
WTF browser climbs in a system time!!?

this problem does not related with CPU loading or something. I loaded CPU and time was ok. it starts when I running chromium.
chrome://settings/resetProfileSettings and resetting
chrome://flags/ did not help

Labels: Needs-Feedback
Chrome has ended support for Windows XP since Chrome milestone 50: https://chrome.googleblog.com/2015/11/updates-to-chrome-platform-support.html

@reporter: Could you please confirm if this issue is specific to Windows-XP or seen on upgraded Windows platform as well?
