Switch account displays Google Sign in window when “combine my data” is selected.

Issue description

App Version: 59.0.3071.52
iOS Version: 10.2.1, 10.3.1
Device: iPhone(landscape only), iPad
URL: gmail.com

Precondition: 
Add multiple google accounts in the chrome.
 
Steps to reproduce:
1. Launch chrome and sign in with one of the account
2. Open new tab and load gmail (by default the gmail will login with the chrome sign in account)
3. Go to settings>>Select account>>Sync>>Select other account>>Tap on Combine my data>>Tap continue
 
Observed results:
Notice the google sign in window is displayed.
 
Expected results:
Switch accounts shouldn’t display the google sign in, since the accounts are already added in chrome sso.

Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Firefox/Safari: Dolphin: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): Yes on M58
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M59

This seems like a pretty significant bug with Mirror on iPads. It would be good to understand what's going on here.

@rakurati can you create a video to reproduce this issue after clean install? I can't reproduce it.

@ewald, I am not able reproduce this issue on latest beta build 60.0.3112.52 and also not able to reproduce on the old build (59.0.3071.52) on which this issue was initially identified.
