Chromium scratches hard drive a lot on File->Save and on opening of Settings page

Issue description

Chrome Version       : 58.0.3029.96
OS Version: openSUSE Leap 42.2
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
  Firefox 4.x: OK

What steps will reproduce the problem?
1. Browse for 1-2 weeks until browsing history items raise up to a few thousand
2. Open chrome://settings/ or on any page File->Save 

What is the expected result?
There should be no disk scratching

What happens instead of that?
A lot of disk scratching. The only way to avoid it is to regularly clean-up all browsing data with ctrl+shift+del.

possible.

This is not an issue with disk caching. In my case the cache is on a ramdisk. This seems to be related to the browsing history (data stored in user profile). For full details please check the report provided at openSUSE bugzilla:

It seems related to cookies because clearing all history doesn't fix the scratching but clearing all cookies does. At least until new cookies pile up.
