Regression: Focus is not seen on edit button in chrome://settings/searchEngines

Issue description

Chrome Version:60.0.3097.0
OS: Ubuntu 14.04, Win 7

What steps will reproduce the problem?
(1)Launch chrome and go to chrome://settings/searchEngines
(2)Keep tabbing until the focus reaches the 3 dot menu of default search engine and hit enter and observe the focus


Expected: Focus should be seen on edit button and when we hit enter edit window should open

Actual: Focus is not seen on edit button and edit window is opening only when we press down arrow and enter

This is regression issue broken in M-59
