Regression:Unable to get 'Hit F5 to reload and capture filmstrip' message box in Network section of Devtools.

Chrome Version:60.0.3096.0/9542.0.0 dev-channel Candy,Daisy and Minnie
OS: chrome

Pre-condition:Make sure that no View is enabled for Network section

What steps will reproduce the problem?
(1)Sign into User -> Open NTP ->Press Ctrl+Shift+I (Devtools) ->Network tab 
(2)Now click on Capture screenshots and observe (kindly refer video)

Actual:Unable to open 'Hit F5 to reload and capture filmstrip' message box.
Expected:Instead,'Hit F5 to reload and capture filmstrip' message box should be seen.

This is a Regression issue as same is working fine in #60.0.3086.0/9523.0.0 dev channel candy.

Issue is also seen in Windows 7,Mac OS 10.12.4 and Ubuntu 14.04, checked with version #60.0.3097.0 dev

This is a Regression issue broken in M-60.
Manual Bisect Info:

Good Build:60.0.3088.0 dev
Bad Build :60.0.3089.0 dev

As chromium bisect is not working hence providing hasBisect-per-revision info,
Good build: 60.0.3088.0 (Revision:468845).
Bad build : 60.0.3089.0 (Revision:469220).

You are probably looking for a change made after 468883 (known good), but no later than 468886 (first known bad).
