Regression : White background is seen missing and only text is seen in Sign-In and Supervised User Screen

Chrome Version: 60.0.3096.0/9542.0.0 dev-channel Candy,Daisy and Minnie

OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> Enter Wi-Fi Password -> Navigates to Sign-in screen (2)Now Enter Email Id, password and click enter -> Observe white background is seen missing and only text is seen (Please refer Video)

Expected: White background should be seen so that text is seen clearly
Actual: Instead White background is seen missing 

This is Regression issue as same is working fine in 60.0.3089.0/9531.0.0 dev-channel Candy

Issue is also seen in Supervised User Screen:
(1)In sign-Out screen ->Click on 3 dot menu so that 'Add Supervised User' Button is seen and click on button
(2)Now observe White background is seen missing at 'Create Supervised User' and also click on the button observe(Please refer Video and screenshot)
