Issue descriptionChrome Version: 60.0.3097.0 Revision fca776d5b4979b1f9d86926bfb6d3fb14a0343f3-refs/heads/master@{#471158} OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS) What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://settings page. (2) Then navigate to 'On Startup' or 'Search engine' section from 'Main menu'. (3) Press 'Tab' key and observe focus. Actual: After pressing Tab key focus is seen on People section even if navigate to 'On Startup' section. Expected: Focus traverse should be properly. This is a regression issue, broken in 'M-59', will soon update the other info: Good Build:59.0.3063.0 Bad Build: 59.0.3064.0

Using the per-revision bisect providing the bisect results, Good Build: 59.0.3063.0 (Revision: 461928 ) Bad Build: 59.0.3064.0 (Revision: 462305 ) You are probably looking for a change made after 462303 (known good), but no later than 462304 (first known bad).
