Profile picture selection in new user flow should use MD settings version

Currently, the profile-picture selector that occurs for new crOS users following GAIA sign-in uses the old settings UI. It should be updated to have the same modal size as the rest of OOBE, and use the new MD Settings UI.

I think this would be great. We should be able to just embed the settings UI in OOBE. (We might need to do a little re-factoring to make the profile picture selector a self contained element, but that should be fairly straightforward).

I would be happy to provide help and direction on this.
