Tab doesn't ever bring focus to "x" in sign-in webUI dialogue

Chrome Version: 60.0.3096.0 Canary

What steps will reproduce the problem?
(1) Create a fresh profile
(2) Click "Sign in to Chrome" from settings to bring up the sign-in webUI dialogue
(3) Start hitting "tab" in the dialogue

What is the expected result?
After hitting "tab" several times, the focus should eventually go to the "x" in the upper-left-hand-corner (this is the behavior on stable channel).

What happens instead?
"Tab" never focuses on the "x." I think this is an a11y regression.

Is this just a general WebUI bug not specific to sign-in? I know we do funky things to get that "x" in our dialogue. cc'ing Dan who may be able to help triage as well.

Seems like it's not repro'ing for me anymore either. Must've been a transient issue.
