Custom cursor improvements

Issue description

A meta bug to improve custom cursor support in ChromeOS

It currently lacks the support for
- dynamic device scale factor change, necessary for arc++
- software cursor used in mirroring, accessibility

abodenha@, who do you think can work on this?

We'll need to get this onto our backlog. There are a few people who could work on it.

61 is really full and I don't want to take more work there if we can avoid it.  Why is this suddenly important?
It would be interesting to use the same API as the laser pointer for this. It would result in a sw cursor with lower latency than hw cursor on some devices and remove all limitations in terms of size and other restrictions.

Agreed, I think we should do that too. I'll file a separate bug as it can be done independently and still useful.
