Allow boards in suite_scheduler.ini to take a list of strings

For flashing Android we want to be able to have fewer control blocks in suite_scheduler.ini.

Example:

[WiFi_Interop_Angler]
run_on: weekly
day: 4
suite: android_wifi_interop
os_type: android
branches: git_nyc-mr2-release,git_nyc-mr3-release,git_nyc-mr4-release  <--NEW
targets: angler-userdebug
pool:wifichaos_angler

Android suites are removed from suite-scheduler already.
