Issue descriptionhttps://uberchromegw.corp.google.com/i/chromeos/builders/master-paladin/builds/14549 For some reason master-paladin hangs while it's trying to schedule slave builds. There's not enough information to tell what was happening, but maybe we can add more logging to debug if this recurs.

#2 I believe that is from ts_mon and is unrelated to the current issue. (I remember seeing it in other normal builds.)
