Get Help & Help app: pre-branch i18n content update (M60)

Prior to every branch, latest content/translations/images for both the Get Help app and the Helpapp should be copied into the ChromeOS repo.  For the Get Help app, this is core app-centric content or is utilized for articles when a device is offline.  Helpapp always relies on this content. 

This ticket is to track the milestone dump for M60. Branch is scheduled for May 25, 2017.  go/chromeschedule
