WPA Fullscreen Doesn't Work On Windows

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: 1. Use 'Add to Desktop' for a page with a manifest that has 'display' set to 'fullscreen' 2. Use icon added to desktop to launch page What is the expected behavior? Expected that in Chrome 58+ the app would launch fullscreen, like it does on Android. What went wrong? App is launched but not in fullscreen. Manifest was successfully read and used - changing the 'start_url' changes where the app added to desktop takes you. Just 'display': 'fullscreen' seems to have no effect. Did this work before? N/A Does this work in other browsers? N/A Chrome version: 58.0.3029.110 Channel: stable OS Version: 10 Flash Version: Kiosk mode does fullscreen successfully, so it's definitely possible.

This should work as a test URL: https://dsanders11.github.io/samples/web-application-manifest/index.html It's a fork of the Chrome samples Github repository with the manifest changed to fullscreen.

Not sure if its related to this issue, but I did notice when using the icon on the desktop after using 'Add to Desktop', Chrome is opened with the app page, but with an extra blank tab as the first tab.

Anything I can do to help the triage of this? It's pretty trivial to reproduce, you just need Windows 10 and the URL I've provided. Did it not reproduce in testing?
