iOS Text replacement shortcuts are not working in omnibox

Issue description


App Version: 59.0.3071.30 dev
iOS Version: 10.2.1
Device: iPhone 6
URL:  news.sina.com
 
 
Steps to reproduce:
1. Launch Google Chrome
2. Navigate to the URL
3. Select any text 
4. Choose Learn
5. Create a shortcut
6. Tap on Save 
7. In Omnibox , Search for the Shortcut, it will show up the text for the first time
 
Observed results:
iOS Text replacement shortcuts are not working in omnibox in iPhone for the second time. 
 
Expected results: 
iOS Text replacement shortcuts should always be working in omnibox
 
Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Dolphin/Safari/Atomic: Dolphin: No, Safari: No
Bug reproducible on current stable build (App Version, iOS Version): M58 No
Bug reproducible on the current beta channel build (App Version, iOS Version): M59 Yes

Interesting, does the 'learn' shortcut only show up for Chinese text?  I can't get it to show up for english.

For chinese text, I can create a shortcut and it works in the omnibox -- but only if there wasn't already an autosuggest while typing. 

For example, if i type 'q' in the omnibox, there's no urls I have in my history that trigger an auto suggest, and if i have a learned shortcut named 'qq' it works.

If I have a shortcut named 'cc' and I type 'c', cnn.com autocompletes, and then if i type 'cc' the shortcut doesn't work.

Retested the issue as per comment#5 
"Learn" shortcut is not present for English language. also checked for arabic,france languages.

Right now (ToT, iOS 12), I can't repro:

1. I "learn" a Chinese character shortcut to replace "yyy"
2. I type yyy
3. I see the replacement prompt that I can trigger by hitting space. Looks fine.
4. I then navigate to yyy.com a couple of times to get this to autocomplete.
5. Now I type "yyy" in the omnibox, I have inline autocomplete of "yyy.com" at the same time as a dropdown replacement suggestion of the Chinese character I "learned". I can hit Space to replace text or Return to navigate to yyy.com
