Issue description

Performance dashboard identified a 4.8% regression in octane/Total/Score on cros-cave at revision range 30890000953100001:30920000953200000. octane score degraded on many boards. File this one as a representative.

The problem happens since Chrome version 60.0.3092.0

Bisected. The culprit is a new version of V8:

Hi V8 team,
  Not sure if you have noticed it. But the new uprev of V8 6.0.157 seems to cause some performance loss. I'm from ChromeOS performance team. We continuously run performance benchmark on ChromeOS devices, and found a 4% ~ 5% regression for the benchmark "octane". 
  Do you think it's expected or some action needs to be taken on it ?
