Overlapping text bubble in chrome home

Overlapping text bubble when chrome home enabled. The chrome home feature education bubble is currently maintained through a shared preference. 
May be we should move it to use FeatureEngagementTracker after it is ready.

This is the long term plan. We will be revisiting user education once our UI is finialized (Stable experiment time frame)
