Sync toggles are delayed in showing they are turned on when Sync Everything is ON

Issue description

App Version: 59.0.3071.50 dev
iOS Version: 10.2.1, 10.3
Device: iPhone6 plus, iPad mini
URL: 

Steps to reproduce:
1. Launch Google Chrome 
2. Go to Sign in to Chrome
3. Enter account credentials and sign in
4. Immediately after sign in tap on the account
5. Tap on Sync
 
Observed results: 
Sync toggles are delayed in showing they are turned on when Sync Everything is ON
 
Expected results: 
Sync toggles should already be turned on when Sync Everything is ON
 
Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Dolphin/Safari/Atomic: FireFox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version):  M57 No, M58 Yes
Bug reproducible on the current beta channel build (App Version, iOS Version): M59 Yes

Tested in 65.0.3319.0 canary, iPhone X iOS 11.2, iPhone 6 iOS 10.3.3,
issue is not reproducible.
