Issue descriptionThis is a bug because reference builds should never show up as red. However, the logic to prevent them from doing so only works on swarming, so this is blocked on martiniss's work to migrate all Android bots to swarming.

This regression has been open for half a year. It's not very actionable and the regression has been in all Chrome user's hands for months. |
