setup perf monitoring on loading.desktop

When https://codereview.chromium.org/2843133002/ lands, we will have a new loading.desktop benchmark we need monitoring set up for. Assigning to myself until that lands, and will reassign to Simon when it has landed.

I'm not really familiar with what needs to be done here, is it just setting up the chromium perf sheriff to include ChromiumPerf/*/loading.desktop/*?

Added monitoring for:
ChromiumPerf/*/loading.desktop/cpuTimeToFirstMeaningfulPaint_avg/*/*
ChromiumPerf/*/loading.desktop/timeToFirstContentfulPaint_avg/*/*
ChromiumPerf/*/loading.desktop/timeToFirstMeaningfulPaint_avg/*/*

It's my understanding that we don't want to add monitoring for timeToFirstInteractive_avg (not done yet) and timeToOnload_avg (not a great metric). Please re-open if I got this wrong.
