Implement SAML flow for arc Active Directory enrollment token fetch

When DM server requests SAML authentication, opens a web page with
a specific redirect URL, which points to e.g. an Active Directory
Federation Server (ADFS), and waits until the page redirects back
to DM server. As soon as DM server acknowledges the authentication
and responds HTTP OK, fetches the enrollment token again, this time
with some auth session id that helps DM server to link the two auth
attempts.

TEST=Compiled, ran tests, tested on device
