What steps will reproduce the problem?
1) Launch chrome, open NTP and navigate to chrome://predictors and press Tab key (focus is on 'Autocomplete Action Predictor' tab).
2) Now press Down arrow key (focus is on 'Resource Prefetch Predictor'), again press Down key and observe.

On pressing Down arrow key unnecessary page scrolls down.

On pressing Down arrow key page should not scroll down.

This is a Non-Regression issue seen from M-30 series (Chrome version: 30.0.1549.0)
