Gear icon is not seen for Settings page on clicking and holding Forward navigation button.

Issue descriptionChrome Version: 60.0.3095.5 (Official Build) 72e83b35450360b17a9d1f70e30c86d7a881ec34-refs/branch-heads/3095@{#5} (32/64-bit) OS: Windows (7,8,10) What steps will reproduce the problem? 1) Launch chrome, open NTP, navigate to chrome://settings and then click on 'Back' button. 2) In a New tab go to chrome://settings/languages, change the browser language to Hindi and relaunch the browser. 3) Navigate to first tab, click and hold 'Forward' button and observe the icon for 'Settings' page. Gear icon is not seen for 'Settings' page. Gear icon should be seen for 'Settings' page. This is a Non-Regression issue seen from M-31 series (Chrome version: 31.0.1600.1) Note: Issue is not seen on Mac and Linux OS.

This is not a localization bug. Have confirmed it on English UI.
