[MD Settings] Unneccessary 'Encrypt synced data with your own' radio button is selected on 'Advanced sync settings' page.

Issue descriptionChrome Version: 60.0.3095.5 (Official Build) 72e83b35450360b17a9d1f70e30c86d7a881ec34-refs/branch-heads/3095@{#5} 32/64-bit. OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.1, 10.12). What steps will reproduce the problem? 1. Launch chrome and sign in to Chrome with valid credentials. 2. Navigate to chrome://settings/syncSetup and keep focus on 'sync passphrase' link using 'Tab' key. 3. Now, press 'Enter' key from keyboard and then come back to chrome://settings/syncSetup tab, observe. Unnecessary 'Encrypt synced data with your own' radio button is get selected. 'Encrypt synced data with your own' radio button should not get selected. This is a non regression issue, seen from M-56 series. Kindly review the attached screen-cast for reference.

Able to reproduce the issue on Windows 7 , Mac 10.12.4 & Ubuntu 14.04 using chrome reported version-60.0.3095.5,beta-59.0.3071.47 and Canary-60.0.3097.0 but no issue observed on latest stable-58.0.3029.110. Good-58.0.3029.110 Bad- 59.0.3030.0 Good and bad builds are from different milestones , provided bisect through Omahaproxy & below is the Change Log: Change Log: https://chromium.googlesource.com/chromium/src/+log/58.0.3029.0..59.0.3030.0?pretty=fuller&n=10000 Unable to find the exact suspect from this CL. Could someone from dev team please look into this issue. Thanks in advance..!!

agree it's a bug, but it's not super bad because it doesn't actually take effect until you type a passphrase twice and press enter

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned. So this bug doesn't languish, I'm unassigning myself.
