Issue descriptionChrome Version: 60.0.3095.5 (Official Build) (cohort: win_58_110)72e83b35450360b17a9d1f70e30c86d7a881ec34-refs/branch-heads/3095@{#5}(32/64-bit). OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.1, 10.12). Steps to reproduce: 1. Launch chrome, go to chrome://settings/languages, Click on Add Languages and add 7-8 Languages. 2. Click on Wrench Icon and Zoom In Page up to 250%. 3. Scroll Down and click on More Action Button for Third Language and move the mouse over drop down item. 3. Observe. Actual Result: Scroll Bar is misplaced. (Unwanted extra space is also seen). Expected Result: Scroll Bar should not be misplaced. This is Regression issue broken in M-60, will soon update other info Manual Bisect: Good Build: 60.0.3089.0 Bad Build: 60.0.3090.0

This is a corner case when the popup menu does not have enough space to be displaied, neither above or below the click target. |
