Regression: Header/separator line is missing on 'Sign out of Chrome' overlay and looks weird.

Issue description

Chrome Version: 60.0.3095.5 (Official Build) 72e83b35450360b17a9d1f70e30c86d7a881ec34-refs/branch-heads/3095@{#5} 32/64-bit.
OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.1, 10.12).

What steps will reproduce the problem?
1. Launch chrome, sign in to chrome with valid credentials and navigate to chrome://settings page.
2. Now, click on 'SIGN OUT' button under 'People' section and observe the opened overlay.

Header line is missing on 'Sign out of Chrome' overlay.
Header line should be seen on 'Sign out of Chrome' overlay.

This is a regression issue, broken in M-59 series, below is manual regression range.

Good build: 59.0.3067.0
Bad build: 59.0.3068.1

You are probably looking for a change made after 463372 (known good), but no later than 463373 (first known bad).
