Non-Regression:Unwanted scrollbar appears in Sign in overlay,while tabbing

Chrome Version: 58.0.3029.112/9334.69.0_Stable Channel Daisy,Candy and Minnie
OS:Chrome

What steps will reproduce the problem?
(1)Recover build via USB ->Go to Sign in  to your chrome book overlay ->More Options->Find my account
(2)Enter some random phone number or recovery email and click on NEXT button 
(3)Now press Tab twice and observe the unwanted scrollbar(kindly refer video)

Actual:Unwanted scrollbar appears while pressing tab twice.
Expected:No such unwanted scrollbar should be seen.

This is a Non-Regression issue seen from M-55(#55.0.2883.105/8872.76.0)

Note:
1.Issue is not seen in Windows and Linux OS checked with version #60.0.3095.0 dev
2.Able to reproduce issue on latest dev using chrome version #60.0.3092.0/9539.0.0 dev

I suspect this will get resolved/obsoleted with the upcoming changes to sign-in UI.

Yep, closing this as WontFix as new GAIA will fix this and other scrolling issues.
