Regression : Horizontal scroll bar doesn't appear in devtools.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now open 'Remote devices' in 'Console' drawer and resize devtool window to RHS and observe at the bottom end of window

Actual: Horizontal scroll bar doesn't appear after resizing devtools window to RHS  
Expected: Horizontal scroll bar should appear after resizing devtools window to RHS 

This is regression issue, broken in ‘M 58’ and will soon update other info :
Good build:58.0.2992.0
Bad build: 58.0.2993.0
