What steps will reproduce the problem?
1. Launch chrome and open devtools on NTP.
2. Click on 'Customize and control devtools' icon and from 'More tools' open 'Coverage' section.
3. Now resize devtools window towards RHS such that horizontal scrollbar appears in 'Coverage' section.
4. Observe the placeholder text in 'Coverage' tab.

Actual : Placeholder text is not visible completely after resizing the devtools window (i.e Unable to see beginning text)

Expected : User should be able to see placeholder text (using scrollbar) completely after resizing the devtools towards RHS.

This is a Non-Regression issue seen from M-59 build #59.0.3059.0 , since the 'Covegare' tab was introduced in this build.
