Feature to take commit position and repo and map to a build number |

Issue descriptionIf given a repo/revision or commit position, there should be a way to get a build number that contains that commit. For example, given commit position #1000 on chromium.linux/Android Tests, and build 98 is synced up to commit #995 and build 99 is synced to commit 1001, then 99 should be returned
