Cannot correct incorrect language detection with new Android Translate UI

Issue description

Chrome Version: 60.0.3094.0 (Official Build) canary (32-bit)
OS: Android

What steps will reproduce the problem?
(1) Navigate to a page where Chrome gets the language detection wrong (e.g., http://www.thaispicecuisine.com/menu.html)
(2) Assume we want to translate this page to French. I click on "Page is not in Spanish" to correct the detected language, but English is not in the list (presumably because it is the target translation language).


What is the expected result?
I should be able to correct the language to English.

What happens instead?
English is not in the list.

WontFix and WAI

The user could:
1. Select another target language first and then set the source language to English.
2. Don't do anything since the website is already in the target language and the user can close the infobar.

However, if we allow source language = target language, it may introduce confusion and other unexpectable bugs.
