Gerrit cc list should be collaspable

cc list for chromium change can be long, occupies a lot of visual white space, have to scroll down (and down) to get to the actual code of the code review :)

Could we make the cc list collapsable, and have a setting for that?

The fix for this has already been landed! Just waiting on the next deployment. We also already have a bug on file to do the same inside the reply dialog box (https://bugs.chromium.org/p/gerrit/issues/detail?id=6217).

Hmmm, the CC list doesn't seem collapsable in the lastest gerrit.  It seems to be limited to some number of entries,  still takes up too much white space.
