These are all */reported_by_chrome:{cc,gpu}:effective_size_avg/background/* metrics.
Meaning Chrome stopped using memory from those components while in background. I think this is OK, but adding primiano FYI.

If it's just background but not foreground this might be perfecly wai (some improvement that removed all the resources we were retaining). I think we had a similar issue like this in the past not too long ago?

Yep, this tends to happen every now and then.
