PDF Viewer enabled but still downloads PDF

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Example URL:
opening any PDF

Steps to reproduce the problem:
1. Go to website
2. Click to view PDF
3. Does not open PDF instead asks me to save/downloads

What is the expected behavior?
I want the PDF to open in the PDF viewer like I have it enabled. I have disabled, restarted, enabled, tried other chrome browsers same issue. Do not have this issue in Mozilla Firefox.

What went wrong?
Instead of being able to view PDF it either will download or ask me to save PDF.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? Yes Before 57 and the new plug in screen

Does this work in other browsers? Yes

Chrome version: 58.0.3029.110  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 25.0 r0

I've been working with Chrome on twitter to help resolve and trouble shoot even downloaded canary and still had the issue. Again my most up to date Mozilla allows me to view my PDFs without downloading.

Tested in chrome # 58.0.3029.110 and Canary #60.0.3096.0 on win 10.0 & 7 and not able to reproduce the issue.Please find the screen cast for your reference.

@Reporter: Could you please let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once and let us know the observations and provide specific URL of the issue which would help us to triage the issue further.

Does this happen for any PDF you try to download, or only specific ones? If the issue only happens with specific PDFs, please provide links to them.

Sorry guys that it took so long. Yes I'm still having this issue as it appears many others are as well.

It is ANY PDF. Prior to the update I was able to click on the pdf and it would view in another tab. It now asks me to download or save the pdf and the new tab opens blank since I don't want to save it. I worked with one of your techs, and he had me download canary chrome and I had the same issue. However Firefox will open the PDF in a new tab.

Doesn't matter the website, I could be asking my power company to view my bill and it used to open in a new tab it now asks if I want to save it. I have the proper plug ins enabled as well (adobe is turned on). 

I'm not sure how to do the requested, the sign in in a new profile or no extensions. When I am using chrome I'm never logged into chrome with my email or anything like that. 

I did find this issue while they are old still seem to have the issues I do: https://bugs.chromium.org/p/chromium/issues/detail?id=333 (more recent replies stating they have the same issue)

Thanks for the update! Tested with URL provided in screen cast in chrome # 59.0.3029.115 and Canary #62.0.3165.0 on win 10.0 & 7 and with below steps.Please find the screen cast for your reference.
Steps Followed:
Case 1: 
1.Install chrome and navigate to sample PDF site(www.Princexml.com)
2.Click on sample PDF file >> Able to view the PDF file without any popups.
Case 2: 
1.Install chrome and Navigate to "chrome://settings/content/pdfDocuments" and enabled the option.
2.Navigate to sample PDF site(www.Princexml.com)
3.Click on sample PDF file >> PDF file downloaded 

@Reporter: Could you please let me know if i have missed anything and Please check the PDF document settings and please create new profile without extensions and apps.Re-check once and let us know the observations and provide specific URL of the issue which would help us to triage the issue further.

Note: Observed same behaviour in corp and Non corp systems and adding dev team for further inputs.

Yes, settings for PDF are set, this was one of the first things they troubleshooted with me. I even was told to download Canary via the troubleshooting I received, and encountered the same issue. PDF was automatically set to open, it still didn't. Also it was a brand new download with no new settings or anything.

Just double checked and yes the setting is set to on.

I know this is an issue with my chromes or google browsers because firefox doesn't seem to have this issue, so that makes me think that at least I don't think it's my computer, but the browser or something.

qinmin@ can you take a look?  The one difference I can see in the video is that the reporter sees a save file as dialog and we don't.  Maybe it's an odd interaction with the settings.
It will either ask to download or it will download it without asking me. But it will no longer open in PDF view in a new tab. 

Just to clear that up.
for #9, shouldn't you disable the settings on chrome://settings/content/pdfDocuments in order for the pdf t be automatically opened? 

And go to Chrome settings, search for "download", check "Ask where to save each file before downloading" is checked or not. If it is enabled, Chrome will ask you the file location, otherwise, the file will just be downloaded to the default download dir.
#12 that did it. Weird how I have never seen the setting before, usually it was just enable PDF viewer, I had never seen the "open in a different program" I swear it was just an enabled button. Thanks for your help.

Hey guys, so I just tried to view my electric bill and it is once again asking me to save. IDK what to do.
Alright, so I went to the test site, and that still works and opens in the other tab, so it must be this website only? I'm going to check my cable bill next to see. 

My cable bill also opens. OK so can just 1 site make you save it?
