termina: add nfs-utils to ebuild

nfs-utils added to termina build config to allow mounting NFSv4 shares
in the termina vm.

BUG= chromium:720930 
TEST=builds fine, NFSv4 shares can be mounted.
CQ-DEPEND=CL:502028
