Nevermind that just fixed it for a short while, it seems to stop working after awhile. The flag must of just restarted it to let it work again for a bit. It consistently works in Stable Chrome so regression.

I opted out of ASAN to see if that was causing the issue and it hasn't timed out of being able to see the Chromecast so far.

When you're able to reproduce this, please right-click on the Cast toolbar icon and report an issue, being sure that the option to include logs is checked. Reference this bug number in the description, and update this bug once you've done so. We'll take a look, thanks.

Summary: Can't cast from Chrome on Windows (was: new remote playback pipeline breaks ability to cast for me)
Note that the new-remote-playback-pipeline flag doesn't do anything yet.

It's a dummy flag to allow switching between the new and old implementations when the new one is being implemented and shipped.

Also, the remote playback feature is Android only so far.

I just sent the bug report but it started working again right after, so not sure if same issue and it could have just been a hiccup, maybe an update fixed my original issue...

I think you can close this, the issue doesn't arise anymore. An update most likely fixed something.
