In compat-mode, percentage heights cross auto-block boundaries in a flaky way

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3094.1 Safari/537.36

Steps to reproduce the problem:
The test case shows that the same style ends up with two different layouts depending on the way to get to that style 

What is the expected behavior?
I don't think the position:fixed ought to have any impact here

What went wrong?
The two identical elements have different layout
